Picadillo with Tortillas

1 small onion, chopped
2 tsps. minced garlic in olive oil
1 lb. ground beef
1 c. chopped canned tomatoes
1 red bell pepper, chopped (opt)
2 Tbs. vinegar
1 Tb. brown sugar
1 tsp. cinnamon
1/2 tsp. cumin
1/4 tsp. cloves
1/2 tsp. salt
1/2 c. raisins
1/2 c. blanched, sliver alomnds
8 flour tortillas

Heat the garlic & onions in a skilled & cook about 5 minutes. Add beef & saute until it begins to brown. Add next 8 ingredients & bring to a boil. Stir the mixture a few times, cover & simmer gently for 30 minutes. Add raisins & almonds & cook a few more minutes uncovered, until the picadillo has no excess liquid around it but still looks moist. Meanwhile, warm tortillas & serve with meat. Serves 4.
